Sara C. Chapman
FRFA Board Member, Executive Director, and Secretary

Sara Chapman co-founded FRFA with JoNan Bilodeau and serves as Executive Director. Sara is a graduate of Wellesley College in Wellesley MA where she majored in peace and justice studies with a focus on ethnic and religious conflict in Africa. Sara is currently pursuing a Masters in Public Service (MPS) degree at the Clinton School of Public Service. Her public service interests include conflict resolution, health care, and disaster relief. Sara resides in Little Rock, Arkansas.


Marsa L. Salazar
FRFA Board Member

Marsa Salazar has operated her own graphic design business in Los Angeles, CA for the past 14 years. She previously worked for advertising agencies in Little Rock, Arkansas for over 23 years. Her positions included graphic artist, art director, and creative director for the state’s second
longest-tenured firm and member in the prestigious American Association of Advertising Agencies. She has extensive experience with nonprofit organizations. She has a BFA degree from the University of Arkansas at Little Rock. Marsa is married and has two children and three grandchildren.


Richard D. Chapman
FRFA Board Member and Treasurer

Richard D. Chapman serves as the Chief Financial Officer of Walton Enterprises, LLC where he has been employed since 1983. In this capacity, he oversees all aspects of the Walton Family Office in Arkansas. Mr. Chapman currently serves on the Board of Directors of the following non-profit organizations: the University of Arkansas Razorback Foundation, the University of Arkansas Foundation, the Fayetteville Campus Foundation of the University of Arkansas, the Walton Family Charitable Support Foundation, and Crystal Bridges Museum of American Art. He is also a member of the executive and investment committees at both the University of Arkansas Foundation and Crystal Bridges Museum. Rick resides in Bentonville, Arkansas, is married and has two children.
